DESCRIPTION:Course Description: \nThis course is designed to increase awareness and provide municipal field staff the tools to detect different types of illicit discharges in the public storm sewer system and to elevate understanding of municipal operation in the prevention and response to spills. The course will describe the MS4 permit requirements for illicit discharge elimination. The course will identify some of the common areas in cities and counties where non-stormwater may be introduced into the stormwater system. The course will discuss how to identify and discover the source of illicit discharges and what steps should be taken within a jurisdiction to prevent this activity from happening. The course offers insight into what to look for to prevent spills from occurring\, how to develop and execute a good spill response program\, and what things to consider in responding to a spill. This course will set the foundation of understanding that municipal operations can launch from to educate city/county specific procedures and response requirements. \nLearning Objectives: \n\nTo identify the difference between a spill and illicit discharge\, and the different types of illicit discharges that occur\nTo elevate the awareness of private\, commercial and industrial activity that may impact the stormwater system in a jurisdiction\nTo have tools for identification\, reporting and investigation to discover the sources of illicit discharges within a municipal system\nLearn why spill response is important to a municipal program\nDevelop baseline knowledge to identify key elements that should be part of a municipal spill response plan and program\nCreate a higher awareness of what to look for in terms of good housekeeping and proper material storage to prevent spills\nObtain an understanding of how to identify a spill\, implement low risk prevention and clean up measures\, and buy time for the appropriate response for cleanup\nIncrease confidence in the ability to take appropriate action in case of a spill\n\nPre-registration is required for this workshop. \nQuestions about this course\, email municipal.stormwater@ecoss.org or call 206-767-0432\, ext. 1013 \n
